Biography:
Ian Skinner is an independent researcher and consultant on the environmental aspects of European and national transport policy, working for is own company Transport and Environmental Policy Research. He has a Masters degree in Operational Research and Management Science and a PhD in the implementation of sustainable transport policy in South East England, which he completed in 1998.
Since then, he has undertaken numerous research and consultancy projects, first at the Institute for European Environmental Policy and then at AEA, at both the European and national levels focusing on transport and environmental policy. His work covers many different aspects of transport and environmental policy, including reducing transport´s CO2 emissions, greening transport taxation, travel behaviour and the links between the social and environmental impacts of transport.
